I have personally not come across any scripture which states that the tithe can be paid to the poor. I believe the poor can be blessed without necessarily being paid the tithe. You can pay your tithe and still be a blessing to the poor. I want us to examine two scriptures from the New Testament that gives two instances when the tithe was paid.
First of all, the tithe was paid to a representative of God; a man called Melchizedek who was a priest and the King of Salem.
“For this Melchisedec, king of Salem, priest of the most high God, who met Abraham returning from the slaughter of the kings, and blessed him; To whom also Abraham gave a tenth part of all”
“And as I may so say, Levi also, who receiveth tithes, payed tithes in Abraham. For he was yet in the loins of his father, when Melchizedek met him.”
In the second instance, it was paid to the levitical priests because we are told Levi received tithes.
In conclusion, it seems to me the tithes were paid to the representatives of God for the work of God.
